You can build a mini bike without a kit. You should be a very handy person if you're going to go this route. To do this you will need to buy each part of the mini bike individually: wheels, an exhaust system, throttle assembly and throttle cables and a filter assembly, to name a few pieces. This is an extensive (and potentially expensive) option, but doable if you're experienced in building things like mini bikes.
